PHINIA: Combustion-Technology Leader
BorgWarner's Fuel Systems and Aftermarket business PHINIA is intended to separate from BorgWarner in late 2023.
PHINIA will be a product leader in fuel systems and aftermarket distribution with balanced and synergistic exposure among Commercial Vehicle (CV), Light Vehicle (LV), and Aftermarket end markets, with embedded relationships with global OEMs and a focus on the global vehicle parc.

Job purpose
The Asia Customs Operations Leader will guide and manage Asia Customs Operations, monitoring and creating processes and procedures and ensuring that legislation and best practices are implemented. In addition, the person in this role will be the crucial point of contact for HM Royal Customs.
Key Responsibilities
  • Streamline day-to-day customs operations to ensure efficient and cost-effective compliance with customs regulations.
  • Maintain and update declaration information in compliance with the latest customs requirements.
  • Analyze and optimize HS codes for customs operations.
  • Collaborate closely with cross-functional teams to ensure prompt and accurate submission of customs documentation, including customs declarations and import/export licenses.
  • Partner with production sites, Corporate Logistics, Purchasing, Finance, Tax, Legal departments, and customs authorities to ensure smooth customs operations.
  • HS code classification.
  • Broker billing audit.
  • Handle and closely monitor outbound shipments.

Duty related:
  • Ensuring that all customs duties are optimized by applying customs procedures of economic significance as well as free trade agreements.
  • Develop and implement strategies to minimize customs duties and taxes paid on imports and exports while ensuring compliance with all applicable laws and regulations.
  • Analyze import and export activities to identify areas of potential duty savings and recommend strategies to minimize customs duty costs.
  • Work closely with cross-functional teams to identify and implement opportunities for duty reduction, including analyzing product classifications, reviewing free trade agreements, and utilizing customs duty drawback programs.
  • Understanding China's special programs, such as Bonded warehouses and

Trade compliance and training:
  • Ensuring that all information and legally relevant aspects (e.g., guidelines regarding product origin, customs value, special customs regimes, etc.) are included in the process organization in a lean and efficient context.
  • Monitor the development of customs and trade compliance regulations in China and report on any critical regulatory changes concerned.
  • Develop and execute as appropriate trade compliance-related training for relevant stakeholders and make record keeping.
  • Champion continuous improvement projects to optimize import-export procedures, work instructions, and SOPs to enhance compliance and operational efficiency.
  • Lease with the Global strength group to maintain processes & procedures and report metrics for the ASIA region.

Case study & guidance:
  • Advise the business on Customs opportunities and risks about proposed new footprint or changes to current business operations.
  • Advise customers on import and export restrictions, tariff systems, insurance requirements, quotas, or other customs-related matters.

Broker management:
  • Monitor broker performance concerning customs declaration and timing KPIs.
  • Cultivate and maintain relationships with brokers while managing their services.

Data maintain & analysis:
  • Support operating unit s by providing core business data to supply chain partners.
  • Assist in ensuring timely and accurate reporting of customs-related data and metrics.

Main point of contact for all customs activity &Audit & Special case handling:
  • Serve as the single point of contact for customs activity.
  • Respond to escalations of customs issues, including but not limited to HS classification dispute, customs valuation, Royalty case, and country of origin determination.
  • Support customs-related audits and investigations and assist in implementing corrective actions promptly and effectively.

What we're looking for
  • +10- years of experience in trade compliance and customs operations related to automotive companies.
  • Bachelor's degree or equivalent in Logistics, Supply Chain, or Customs related area.
  • Fluent in English written and oral.
  • Familiar with Tariff Classification in Asia
  • Familiar with Americas special trade programs & customs procedures
  • Knowledge of Excel and SAP
  • Good analytical and problem-solving skills
  • Experience in business analytics tools
